Participants:A total of 199 participants attended the Meeting. From UK side, there were 52 delegates from UK or from the regional branches and there were 147 representatives from Taiwan to participate in this bilateral meeting. Mr. Sheng-Chung Lin, Vice Minister of MOEA and Mr. David Campbell, Director of the British Trade & Cultural Office were invited as VIP speakers to make welcome remarks. Dr. Gerard Lyons, Chief Economist, Standard Chartered, Mr. Eric S. H. Chiang, Deputy Director General of Bureau of Foreign Trade, and Dr. Chia-Yan Yang, Director of Research Division VI, Taiwan Institute of Economic Research provided keynote speeches. After the plenary session, three group discussion sessions proceeded simultaneously to share collaboration experience of mutual concern and explore commercial opportunities for both sides. At the end of the meeting, a joint letter addressed to Mr. Chii-Min Yii, Minister of Economic Affairs, R.O.C. and Lord Mervyn Davies CBE, Minister of State for Trade & Investment, Department for Business, Enterprise and Regulatory Reform U.K. was signed off by Co-Chairman, Mr. Leslie Koo and Sir Thomas Harris to present the conclusions and recommendation accomplished during the meeting for further fostering fast-growing ties between British and Taiwanese business.
Important Conclusion & Agreements:
Information & Communications Technology Group:
(1) strategically support R&D activities by British and Taiwanese companies
(2) consider forming a foundation or use other means to provide real support for strategic projects identified by the UK and Taiwan, and to make them happen
(3) Innovation is a must for growth in ICT industry.
(4) E-learning, distant health care and etc. may provide new opportunities for cooperation between UK and Taiwan.
(5) Taiwan may need to make more promotion to UK business community to raise more awareness of its innovation, design capability and brand. (6) Bandwidth and platform are among the most important cornerstones of promoting ICT market and consumer demand of the Internet access, mobile access and smart phone application.
Infrastructure Group:
(1) Exchange of BOT/PFI(Private Finance Initiative)/PPP(Public-Private Partnership)experience
(2) Joint British / Taiwanese entry to China and other regional markets
(3) Make it easier for British entry to Taiwan market
(4) These was a discussion on local registration of British contractors. The 2 sides welcomed the signing of the Government Procurement Agreement.
(5) UKTI’s 2012 Olympics presentation encouraged Taiwanese companies to explore the FDI opportunities..
